Unfortunately, I am based in Victoria and am not eligible for either 190 (as I am still in Uni and not working) nor 491 (as I am not located in regional Victoria). 
With the new quota, do you think that there is any opportunities for PR with CE skills? 
If possible, could you please recommend a good lawyer?

Only thing can do wait and see.  
Hope that u are trying other VISA options such as 190/491 as well.  
189 will not be issued unless skill fall on critical demand list. Per the current situation asui government mostly consider and focus on 491. Good luck.
