No problem. I had even called IRCC agents and asked them about this same question. They said there was no problem even if I submitted another EE application while the old one was still in process, but I don't trust them any more.
I hope your application gets resolved without having to withdraw, and that you get your PPR soon. Please do update your application on the tracker once you get any new information.

okay thanx

Cause I have the new ITA while my application is still under process. And thank you for recommending me to withdraw before I resubmit the new one. 

I am still not sure yet if I am going to do it, I just wanna give 1 or 2 more tries to MP thing

No, it is not.
I'd recommend waiting till you receive a confirmation of your request to withdraw, before submitting your new application. 
When you submit your new application, one of the questions will be "have you applied for PR before"
You will need to answer "yes", and give your old application/UCI number. This will let them consolidate all your information on their side.
