No I landed this February, my application is BCPNP - FSW - EE so I still fall under the exemption list... Strange for them to send me an ADR for this. 
 
I do fall under "Who does not need proof of funds" listed here:

Since I landed in Canada 6 months ago and have steady income it doesn't make sense for me to keep 13k for settlement, I'm already settled ðŸ˜„ (It was spent for a car and for housing) 
 
So I uploaded all documents from my canadian bank accounts (less than required funds available) including credit cards and loans including payslips (Canadian) and work contract with LOE again. We will see the outcome...

ADR received for POF, I submit the LOE with contract and job offer as explained here: https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1145&top=29  
but received the ADR: 
 
Proof of funds: Please provide current, official letter(s) from your financial institution(s) 
which list all current bank and investment accounts, as well as outstanding debts such as 
credit cards and loans. 
Letter(s) must: 
be printed on the financial institution's letterhead and include their contact information (address, telephone number 
and email address) 
include your name 
list outstanding debts such as credit card debts and loans 
include, for each current bank and investment account, the 
account numbers 
date each account was opened 
current balance of each account 
average balance for the past 6 months
