hi marvin, a kind reminder, there are two versions of notary certificate for PCC in China, you probably got rejected because you submitted the version of five pages with a QR code, but the correct version should be three pages without a QR code, many Chinese EE applicants were rejected recently for the same reason,if you need help, ask your chinese friends to look it up on a chinese social platform called 'xiaohongshu' or 'little red book', many users share their experiences about what to do after such rejection. wish u luck.
