I am outside US, can I apply for I-485 adjustment to status?

Answer:

No. Applicants who are outside the United States are not eligible to file an Application to Adjust Status to Permanent Residency.  
 
Though eligible applicants outside the US may obtain GC status by applying for an Immigrant Visa at a US consulate abroad.
