I am referring to the pcc of the sponsor.  
 
For the applicant it was supplied with the application, but the immi officer requested for the sponsor to provide pcc from their country or the places they have lived in for more than 12 years accumatively. .

There are 2 different 40SP.  
 
1. It is required by the sponsor to fill 
2. Immigration asked to fill via the immi account.  
 
40sp by the sponsor was filled with the application as per the requirements in the immi account and attached to the application in immi account. Hope this makes sense.  
 
You need to download and fill the 40sp and attach it into the account of the sponsor.  
 
2. For this option, the immi officer asked to fill the 40sp from the immi account as per the procedure mentioned below. It has got almost the same requirements as 40sp, but it is online.  
 
This needs to be filled by the sponsor him/her self and include the details of the applicant as well.

I hope you are referring to Police Clearance Certificate (PCC) of the applicant but not sponsor, is that right? 
 
I hope PCC of sponsor is not required. Have you attached any or have you been requested any for the sponsor?

I am little confused with regard to the form 40SP.  
 
To fulfill this, are you supposed to follow the suggested four-step process OR your sponsor has already created that application but have not attached 40SP as shown in the enclosure list of documents? 
 
I ask this because, previously someone told me filling the sponsorship form itself is basically a 40SP process, so you don't need to fill in a separate 40SP form and enclose it within sponsorship application.

They asked me for my police certificate for Overseas staying i.e. the addresses where I have lived for more than 12 months accumatively. 
 
And they asked to fill in form 40SP from immi account.  
 
To complete the Sponsorship for a Partner to Migrate to Australia online form, your sponsor 
will need to follow these steps: 
1. Log into your ImmiAccount or create and log into to their own ImmiAccount. 
2. Select New application. 
3. From the New application list, select Family then Sponsorship for a Partner to Migrate to 
Australia (300,309/100,820/801). 
4. Complete the form. 
 
They only asked for 2 things. I havent got any call from immi dept yet.

The status is set to further assessment since April I guess. I have uploaded all the documents. Just waiting for a CO to be assigned.
