That's right. My criminality is cleared, but eligibility and security didn't start as of August. 
And to answer your question Vincent, during the eligibility check stage the visa officer reviews all the documents you have submitted to check whether you actually qualify for the points you claimed in your CRS score.

Since, I am outside Canada I used getgcms.com for me. The website is managed by an attorney and they seemed to do the job for me. However, I would advise you to do your own research before ordering the notes from there. There are several other websites offering the same services.

Typically Eligibility check remains not completed until you get a PPR. Having a clean background check is also a part of your eligibility. In my case upon calling them, they mentioned criminal check is cleared but security check is in process. This is the status from last 3 months.

What is the eligibility check?  Isn't the eligibility check done prior to sending you an invitation to apply?  I am under the impression that the background check is what is delaying my application; am I mistaken?  Who do you recommend to order GCMS notes while maintaining the security of your personal information?  Thanks!

GCMS notes has helped many people who had some issues or review required in their application. Sometimes the case analyst makes notes on problems they see on an application and you can see that in the GCMS notes and proactively upload documents to resolve the issue. 

In my case it didn't really help much because my Eligibility and Security checks have not started yet.

I suspect that my status is the same as many of you:
1) Eligibility still being reviewed (am assuming that this is just a default message)
2) "We are processing your background check.  We will send you a message if we need more information."
3) Medicals and biometrics passed.
4) "You do not need an interview. We will send you a message if this changes."
5) Your application is in progress. We will send you a message once the final decision has been made.

Varsha - Did the GCMS notes shed any more light?  Is it worth ordering them?

Mine is in Sydney. As I understood a few unlucky request a reviewer from an office which delay the case for a couple of months. I saw a case that took 540 days on EE

My file got transferred to Calgary two months back. Apparently its even slower than Montreal. And yeah I have stopped calling them too.

Its only for the Montreal guys for whom it is taking longer now.. My AOR is 4th Jan
I guess there are few of us in the same boat.. I have also stopped calling them now, its just depressing... lol..

Mine is 30 Jan living in canada and also delayed with the same situation

Its sad and scary that they haven't even started with the eligibility check even after 8 months. What about you? What's the status of your case?
