Yes, you have to include the actual WES report! If you haven't already done so, send it to them via CSE now! People always get refused for not including the report even though the checklist doesn't ask for it.
Reading refused cases and forum discussions are very helpful but could also make me feel anxious lol Now I'm struggling with if I should include WES report even though I have provided WES reference number in my application.
In the translation part, which is page 2, it says:
NOTARIAL CERTIFICATE
(Translation)
2019 XXXXXXXXX(this is the reference number)
Applicant: XXXXX(my basic info including name, dob, id card number)
Issue under notarization: No Criminal Record
This is to certify that XX(me) had no criminal record till DD/MM/YYYY during the residence in the People's Republic of China.
Then followed by the Notary Public Office info including its name, address, who notarized it and when. It also got a steel stamping.
Also, what does your notarial certificate say?
I just checked my PCC from China, I don't have such words on it. I was overseas, asked my family to get PCC in Chinese first, then I applied on the Notary Public Office App (luckily my home city made something like an app, which makes it much more easier), uploaded everything electronically, and authorized my family to get the notarized translation when it's done.
Do you know any friends in China who can help you get one? Ask them to be clear with the notary not to put words like that again. I think your score will be fine after 60 days, but I can help you make the call if you need.
"The China police certificate you provided with your application is unacceptable, as the translation you provided for this police certificate states it is a photocopy."
I looked through my documents again, and I think the part they took issue with is in the notarial certificate, where it says:
"Issue under notarization: the photocopy conforms to the original."
IRCC also said they won't reopen my application because of it.
I think what happened is just miscommunication. The Notary Public Office probably misunderstood what I was asking for, and then, when I got the documents back, I didn't think anything of it. I just assumed the part with "the photocopy conforms to the original" just meant that they translated from the original, i.e., it is a notarized translation, like what IRCC asks for. After all, they provided a separate translated document anyway.
Now, all I can do is submit a new eAPR. I've already received another ITA. The problem, though, is that I've been back in my country of origin for Winter Break, which means I'll have to apply for another PCC when I leave, but then, I don't know when I'll be leaving because of the whole coronavirus situation in China, and since I'll have to redo the whole China PCC process whenever I do get back, everything will end up taking way longer than the 60 days I have to submit the eAPR, so I'll probably have to decline this ITA and wait for another one.
