Either way, I submitted the CSE, but hopes aren't high, so I created another EE profile, and now, I'm back in the pool. I'll redo all of that again after the holiday season here in China.

I know CIC in general ask for original police certificate. But for the china, they only asked for Notarial Certificate. They said the Notarial office will keep the original police certificate which is the case for me.
@elik, they're not saying I didn't get the correct police certificate. They're saying I didn't include a scan of the original, which I did. I followed the instructions and got mine from the Public Security Bureau and then got the notarized translation from the Notary Public Office.
Special notes and considerations:
The way to apply for a police certificate is different in every country. These instructions are only a guide, you should ask your local police station or Public Security Bureau (PSB) office for instructions before you apply.
Only the original Certificate of No Criminal Convictions issued by the local police station/Public Security Bureau (PSB) office, or the original Notary Certificate of No Criminal Convictions issued by the Notary Public Office is accepted. You must give your original certificate and notarized translation of the certificate to the immigration office processing your application.

The Police certificate from China that you provided with your application is not acceptable. You provided a photocopy of your China police certificate which is unacceptable. Police certificates need to be a scan of the original police certificate; certified true copies and unauthorized copies are unacceptable. I did provide a scan of the original police certificate. The documents I provided for this section are:

I provided color scans for everything, so I don't know what to do now because I would just resubmit the same documents when I lodge a new application. Can anyone help?
