Thanks for the response Puigi. By below letter, you mean the Letter of Explanation explaining why we are not submitted PCC from Mexico. Is my understanding correct?

If you want to do it after, you need to submit a letter that says "I live in a country that requires a letter from IRCC to get my police certificate"

Hi, it is as part of the Post-ITA process. You can get it either before e-AoR or after. If you wanna get it before, you will need to email the Canadian Embassy in Mexico city so they can send you a letter and the instructions on how to get it. If you want to do it after, you need to submit a letter that says "I live in a country that requires a letter from IRCC to get my police certificate". 

Afterwards they will send you the email and a ADR.
