Does changing jobs on an I140 need on to restart processing of the I140? Or can the new employer use the previous employer's I140 and wait until the dates are current?

Answer:

Yes, unless you qualify for permanent portability, based on an approved I-140; having your I-485 pending 180 or more days; and changing jobs to the same or a similar occupational classification. However you get to keep your priority date.  
New employer cannot use other employer's I-140
